This is a very bad game design.
But, honestly, what part of Natural Disasters led you to think that they would be anything short of disastrous?
If you do not wish to suffer them, then roll back to the save well before the tsunami was announced and deactivate disasters via Options.
Alternatively, carry on playing with them but just reduce the severity slider. You'll be surprised at how fast the city recovers and rebuilding the city offers you an ideal opportunity to rework and upgrade your infrastructure ;)
Turning off random disasters is the same as using cheat mode for me, so I rather build a new city instead of turning off that.
Well now, it is a sandbox, isn't it? So, you're not cheating at all really.
There is another alternative... you could deactivate random disasters, but create your own scenario (using the scenario editor) where disasters of your choosing could be triggered by certain factors as you see fit. That way they would only occurs when conditions were met and therefore wouldn't be completely random. For example, disasters could only occur when your bank had more than 1 million.
I realise you may consider that a little cheaty too but it is an option.
Perhaps, you might want to consider building that city inland and without a shoreline if you want to legitimately avoid the risk of a tsunami ;)

Even so, when I was testing them out, I learned that any sufficiently large city can shrug off most of the disasters without skipping a beat. Fortunately for this city, it was built well above sea level and at no risk to the tsunamis.
