Tsunami Destroyed Whole City...
I was building my city nicely today and listening some relaxing music, then a tsunami warning broadcasted. Well I thought that it will destroy a portion of my city and then we all can go on with our lives. But seriously what the freezing hell! It devoured my whole city! What is the point of natural disasters if they destroy whole city in one go? The DLC should be renamed as ''Winter is Coming''.

The intensity of the disasters are not always the same. The higher the intensity the more damage to expect. I’ve also had tsunamis wipe out huge areas of my city before. The best thing you can do is put tsunami warning buoys to give warning and keep your cims safe. Not all disasters will be this bad.

I reloaded a previous save and tsunami strike again at the same date with same results. Tsunami Buoys wont help me even a bit. It wont matter if I get a warning a week ago or not because it reaches the whole city and there is nothing I can do to prevent it. My beautiful city gets devoured no matter what I do. Since there is no building to prevent the buildings getting destroyed by tsunami , the situation is totally hopeless.
This is a very bad game design.

Go into the game options and trun off random disasters.

Heh... my condolences ;)
But, honestly, what part of Natural Disasters led you to think that they would be anything short of disastrous?
If you do not wish to suffer them, then roll back to the save well before the tsunami was announced and deactivate disasters via Options.
Alternatively, carry on playing with them but just reduce the severity slider. You'll be surprised at how fast the city recovers and rebuilding the city offers you an ideal opportunity to rework and upgrade your infrastructure ;)

Disasters arent the problem , I had meteors , sinkholes and tsunamis and tornadoes in my previous cities. The problem is the disasters intensity. I can even accept if an unfortunate disaster destroys half of my city. But this isnt an apocalypse or Pompei simulator :)
Turning off random disasters is the same as using cheat mode for me, so I rather build a new city instead of turning off that.

Then use the errors of the city before the tsunami and rise again as a better city. As soon as it becomes an available option I would highly recommend some Emergency Shelters for your city. I had a tsunami wipeout all but 3 streets of buildings in one city and only had 12 citizens lost because of a combination of early warning and shelters. You can also turn down the frequency of random disasters. It doesn’t reduce their intensity but you spend more time building and less time cleaning up/rebuilding.

Thanks for the answer. But after every building in the city gets destroyed what can survivors do? After all the damage far surpasses my current treasury. Whole city costs millions of dollars while I have 100k in my treasury at most...

When dealing with tornados or tsunamis, these are indeed potential catastrophes that can devastate a city. Cities that are built on terrain that is close to sea level in height are particularly vulnerable to tsunamis.

Well now, it is a sandbox, isn't it? So, you're not cheating at all really.
There is another alternative... you could deactivate random disasters, but create your own scenario (using the scenario editor) where disasters of your choosing could be triggered by certain factors as you see fit. That way they would only occurs when conditions were met and therefore wouldn't be completely random. For example, disasters could only occur when your bank had more than 1 million.
I realise you may consider that a little cheaty too but it is an option.

Repair and replace what you can as you can. Even if it’s block by block, it’ll take time but it can be done. From what I saw in the screenshot your city was relatively small when it happened so just think of it as rebuilding but there’s a template. As for ruined roads you don’t have to completely bulldoze them. There is a road upgrade tool (it looks like a blue ! Mark next to the road tool options) and that will let you repair existing roads which is cheaper than fully replacing them.

Well, the little problem I have is , rebuilding costs millions while I have at most 100k money when tsunami strikes. My city just unlocked high density zones when tsunami stroke. So its not a game where my treasury is overflowing with money.

Perhaps, you might want to consider building that city inland and without a shoreline if you want to legitimately avoid the risk of a tsunami ;)

nah... stuff like this never occurs randomly, only when god (you) do so deliberately ;)

Even so, when I was testing them out, I learned that any sufficiently large city can shrug off most of the disasters without skipping a beat. Fortunately for this city, it was built well above sea level and at no risk to the tsunamis.
