And then tell me/us if it´s works.
Just tried this and there are no mods listed in Content Manager now
Then Maybe the Game is Broken for some reason??
Or your Steam-Workshop has an Issue for some reason.
it also can still causes a Mod what is Incompatible...
But I never have this case ever before in my Game so i don´t realy know where is the problem.
You can try to deinstall the Game (as well Steam) and then installed again but without any Guarantee.
Sorry.
First exit the game.
Then unsubscribe your mods via your Workshop in Steam.
Many mods write configuration files to your parent folder for cities: Skylines and need to be removed.
Go to your parent folder for Cities: Skylines (wherever it is installed in your system) and manually delete all loose files (not folders) found there with the exception of the cities.exe file itself.
You will now be clean of all mods and you will be able to subscribe to whichever new mods you wish.
Restart Steam, allow it time to download content and then start the game.
Check the Content Manager/Mods and you should find your newly subscribed mods there.
