Can't Delete/Unsubscribe from Mods
Since installing Parklife, I'm having problems removing mods. I've unsubscribed from all mods in the workshop, which now tells me that I'm subscribed to zero items. However, when launching the game and looking at content manager there are still some assets and mods listed. Tried deleting them from Content manager but nothing happens. I've uninstalled the game 3 or 4 times and they are still there when I reinstall it. I've even uninstalled the steam app itself, but everything is still there.
The mods remaining are all old ones, including the original Network Extensions. Can't remember the others off the top of my head and haven't got the game installed at the moment so can't check.
Any help would be very much appreciated

Did you try unsubbing it from Steam, not the game itself?
First of try to Steam Library right-click on this game and choose Properties. Click on Set Launch Options, and paste this in there:

-noWorkshop -disableMods

And then tell me/us if it´s works.

I've done both. Steam workshop tells me, either in browser or the workshop link in Content Manager, that I have no subscriptions, but mods are still there. Most are not a problem but I can't install Network Extensions 2 because Network Extensions 1 is still there. I've also deleted all sub-folders in the contents folder on my HDD.

I can try this but I can enable/disable the mods from Content Manager, just can't delete them

So there's no (x) button like usual to delete them in content manager? That's mighty strange...

The button is there, and the box to delete the mod pops up but when I click delete nothing happens.

I also tried just using -noWorkshop but the mods are still in Content Manager, but Steam Workshop still shows no subscriptions and still can't delete them from Content Manager
Hmm... Okay.
Then Maybe the Game is Broken for some reason??
Or your Steam-Workshop has an Issue for some reason.
it also can still causes a Mod what is Incompatible...
But I never have this case ever before in my Game so i don´t realy know where is the problem.
You can try to deinstall the Game (as well Steam) and then installed again but without any Guarantee.
Sorry.

I have uninstalled the game several times, and the steam app once, and after reinstalling the mods are still there. Thanks everyone for taking the time to reply

I suggest deleting the actual files in the workshop folder in th game, that iis, if there's anything in there.

Uninstalling/reinstalling the game is rarely a solution. It won't have anything to do with custom content you add to the game from the Workshop, so it's pointless to do so.
First exit the game.
Then unsubscribe your mods via your Workshop in Steam.
Many mods write configuration files to your parent folder for cities: Skylines and need to be removed.
Go to your parent folder for Cities: Skylines (wherever it is installed in your system) and manually delete all loose files (not folders) found there with the exception of the cities.exe file itself.
You will now be clean of all mods and you will be able to subscribe to whichever new mods you wish.
Restart Steam, allow it time to download content and then start the game.
Check the Content Manager/Mods and you should find your newly subscribed mods there.
