Yes, you can play with mods even on offline mode, but you'll have to manually install a copy of each mod &\or asset in a "mods" folder you create in the game's installation folder. You can't automatically update your mods\assets by this method though, unless you go online again and let steam update the original copies of the mods\assets from the steamaps>workshop>content folder for you.
Is this game your first game that has Steam Workshop support? I am asking simply because most people who play games that have Steam Workshop support knows about this fact. Well most of the games I've come across that use the system that is... most notably games like XCOM 2, Game Corp DX, Cities Skylines and Civilization V :)
Anyway, it's pretty simple to do actually, just access the appdata folder for cities skylines and put all your downloaded mods and assets in each folder. Read the reply to this reddit post here...

It's not too complicated.
First you need to go to your user folder (You need to replace Mark with your own user name):
C:\Users\Mark
Then select the "View" tab and put a check mark in the "Hidden Items" option. Then it should reveal the AppData folder for you.
Your local (offline) offline folder:
C:\Users\Mark\AppData\Local\Colossal Order\Cities_Skylines
Steam's workshop folder:
F:\Steam\steamapps\workshop\content\255710
I have a dedicated drive for my Steam folder. Replace F:\ with C:\Program Files (x86)\Steam\steamapps\workshop\content\255710
Then you can copy your files from the Workshop folder then paste then into your AppData folders.
Mods should go into the mods folder:
C:\Users\Mark\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods
Assets go to the Assets folder:
C:\Users\Mark\AppData\Local\Colossal Order\Cities_Skylines\Addons\Assets
It's easier to cut and paste the mods first, as it will delete them after successfully pasting them. They are listed by number in your output_log to find them quicker.
When finished with all of the mods, then you can copy and paste all of the assets folders over without issues.
I was lazy and just copied all of the workshop to Assets, then all of them to Mods without issues. but it uses up extra space.
When there is an update, just repeat these steps to keep everything up to date.
If you ever want to get rid of the local mods and assets, then just delete everything in the mods and assets folders.

Yep. Did all that OK.
Only issue I have is I cannot open any of my saved games other that a small starter city I made to test things. I load my big city, but the loading screen keeps spinning around but it wont load past the 3/4 point. The blue bird just keeps spinning.
I enclose a savegame if anyone can help.

Can you post your output_log here. Maybe host through one drive, google drive, dropbox, etc.
In the mean time, I'll look at the city.
Waht do you mean by Vehicle Staggering? And why would it matter if it was offline/online?
EDIT:
I just loaded the city and it seems fine. For some reason there were 4 issues with workshop and your roads vanaished when your city loaded up.
I put the 5 workshop items back in (I think only two were actually needed) and it loaded up fine and seems fine. no issues whatsoever. The city is tiny and only 1k pop. though. I can't imagine you have any issues with this city.
Did you link the right saved game?
I don't know what that means? Pic? maybe a video may be better?
But it seems normal to me.
