100+ forest storage units full, but processors not getting raw material. Trucks don't seem to spawn.

I have 100+ storage facilities set to balanced. All fill up, but don't seem to export or go to processing plants. Most say 0/15 trucks in use.

If I set a storage facility to empty, trucks still do not spawn. The storage facility remains full, as far as I can tell.

I have probably 10-20% processing plants to raw material ratio by tonnage (i.e. for every 10 tons of raw materials 1 will go to a processing plant). But many plants say not enough raw goods.

I've built out many storage facilities, but it doesn't seem to help.

I have a robust cargo fright network, as well as a good highway, cargo airport, and cargo shipping terminal connecting all of my industrial zones (and all other zones).

I am not at my vehicle limit (I sit at about 11k/16k).

No mods, other than the one I downloaded just now to check vehicle limit. Vanilla game with a few DLCs, that is all.

Any tips for what I could try?
