Report a translation problem
I get one-second screen stutter every time this command shows up on my log.

It's just the log he's posted looks really weird format compared to any I've ever seen (I've trawled hundreds of log files in past few months).
@r.a I'd suggest reinstalling the game and after that do a verify game cache in steam.
Do you mean you cloned your win10 disk to a new SSD drive? I recently purchased two nvme (M.2) 1TB SSDs (One for Windows and one for Steam) I cloned them both from my other drives (they both got new drive letters). When I reinstalled Steam, by deleting all steam files, except SteamApps, and Workshop folder, plus Steam.exe. It freaked out the install somehow, as Windows had Steam located on a different drive in the registry.
Maybe try backing up your SteamApps folder and Workshop folder, then uninstall Steam from Windows, as it may think it has two copies. (uninstalling Steam will uninstall all Games, so backup if you don't want to lose data. Backup appdata as well as my documents for safety).
When I tried to uninstall Steam from Windows, It choked and said it couldn't find it on my other drive (old drive was removed, new drive had new letter). I couldn't figure out how to fix it, so I just reinstalled windows and all is fine.
I'm not sure what went wrong, as I've done this before. Ultimately, I just wiped both SSDs and started from scratch, just in case other apps may have been corrupt as well.
