Starting New City, No One Moves In
So I've been trying to make a new city for several hours but whenever I try to get my city up and running no one moves in. The happiness meter stays at the bottom and the pop stays at 0. All of the roads are properly connected and there are no error signs so I don't know what's going on. I've looked at other discussions but they're not helpful to my problem. All mods are disabled and I've only been using vanilla maps.

Is this a new issue or have you yet to have a population to grow.

I have yet to have any population growth from the beginning.

Check your roads again. It only takes one section of one way road placed in the incorrect direction to prevent inbound traffic to the city. This is a very common error.

you have done the water and power sewage and put down green zone along road? And did power line closer to residential area.

the road from your highway into town you must have for a population to grow.

All of the roads are correctly aligned and connected to the highway and I've put down residential, and commercial zones.

Not sure if this will help but, I had a similar problem with Industry being zoned in but no buildings being moved in. After looking up the problem.. all I had to do was move the power lines as close to the zoning as possible. Started moving in right away.

Yeah nothing helps, all of the roads are correct, I have everything connected to power, plenty of water, area to move it. But the population stays at zero and the happiness is the low start happiness .

Please upload your savegame to your Workshop and post a link to it here so that we may examine it firsthand.

Probably not enough, configuration files of mods may still load even when they're disabled. Completely unsubscribe from mods that haven't been updated in the last 6 months or so, because there's obviously something rotten that's messing with you. This simply doesn't happen in a vanilla environment.

even without water and power they will build the homes, but not until I connected the town to the "Off ramp" did people move into all the empty homes. It was weird to see all the residential homes empty.

I have no mods installed. I meant that in my initial diagnostic. I apologize if I caused any confusion.

I'll try making a new city and I'll try to see if the off ramp is the issue. If not I'll post the city in the workshop if anyone wants to get a closer hands on look.

Ok, so, it's not the off ramp. I tried all kinds of things like starting with no off ramp and starting with one, demolishing it, and re-building it. None of it worked. I'll post the city on the workshop.
