Green Cities is nice, but on the whole not necessary for an enjoyable experience. The IT Cluster buildings look great, and generate more money while requiring less work force. Local Commercial businesses require less outside suppliers as they basically grow/make their own products, and Residential generates less garbage. All nice, but do you need it? Nah, not really.
Campus is a nice addition, but again, I don't think it's necessary. I love it myself because I've always been bothered by how all city builder games just squish down an entire college into just one big building. Maybe a Technical School or Community College, sure. I love the sprawling campus. However, if this doesn't bother you, then this expansion probably won't do much for you.
Parklife provides far more entertainment for cheaper than the default parks. You will get more tourists who give you more money because of the parklife mechanics. You can also make visually attractive parks if that is something that appeals to you.
Campuses are both more expensive and cheaper than base universities. Low level they cost a bit more. At max level you actually make a bit of profit from tuition fees. The education reach of a campus is far further than default universities so I find they make it easier to get education coverage for leveling zones. They come with unique buildings that gives general bonuses. Like the police training that makes police stations cheaper and are able to keep more criminals and field more police vehicles or the economics school that makes offices more profitable. They also come with varsity sports that function like the soccer/football stadiums (including the traffic spikes) but have more policies and sliders to play with and provide benefits to the campus. Finally campuses provide specialty tourists call exchange students that as far as I can tell are a straight up % bonus on top of existing tourists.
As for Green Cities it gives you a bunch of options for many base game mechanics that have tweaked numbers or slightly different functionality with different appearance. I like having the options and the IT office specialization is a little bit too good but its not a huge game changer. I think its worth the buy but if you are on limited budget Green Cities is an easy pass.
