windows does not shrink the paging file, it always stays the same size as the amount of ram you have while letting windows manage it, also it hardly ever fills up unless your running something that eats all your ram.
not sure where you came up with that information, but i have been building and working with computers and games for 30yrs.
Letting Windows manage page file size means: Let Windows manage it.
If it's too small, Windows will try increasing it (fails if not enough disk space, also causes lag, might also happen too slow and crash the game). And if the drive is getting full, Windows will _shrink_ the page file to free up space (which in turn impacts the game, often causing crashes).
We do not recommend people set the size manually by accident. We recommend that because it works and it's helped huge numbers of people get their game running again. It also makes users aware of how much drive space they have free, which is also a common problem as junk builds up over time.

If the page file is correctly _manually_ set (we've found that setting initial size = same as RAM, max size = 2 x RAM, works best _by actually testing it and confirming that it works well_) then the issue with lag is almost certainly Workshop stuff (likely mods, but could be assets too).
That's why the log file is needed, to see if it is infested with errors or broken mods.
If you read that performance guide I posted, there are also mods listed in there which are known to tank frame rate. Many popular mods such as 81 Tiles, Prop Line Tool, TM:PE (I'm on the team that maintains it, we are working on improving it) and others will eat away at frame rate.
Also, if you actually took time to performance profile the game, as many modders are now starting to do, you'd realise that a big chunk of frame rate gets eaten by the user interface. We suspected this for a while, then realised we were wrong, then found out we were right (thanks to Egi making a mod that nuked all the UI = game was running at 120fps) and are now trying to make a mod that reduces or prevents the UI updates that are occurring on tens of thousands of UI controls every single frame.
stop spreading horrible advice, no one should be manually setting their paging file, they simply need more ram, end off story.
btw i dont need your advice, the game runs great on my pc.

I have also an i7-7700 @3,60Ghz, NVIDIA 1060 (6gb) and 32 gb ram. The game runs on an SSD. Windows 10 (64bit). All settings on max. I have also all dlc's and radio stations enabled.
On my current city, I have 49 mods and 2700 assets enabled. Some of the mods I'm using right now, are graphical mods, like dynamic resolution, relight, Ultimate eyecandy and so on. I get 32-40 fps when zoomed out and 10 to 14 fps when zoomed in, which is quite normal for this game as far as I know. I also use a 4k theme which drops the fps too.
Post your output log file as stated and shown above and the answer to your issue is probably there :)
ram is cheap atm, so saying you cant afford it is a bad excuse.
So again your advice is BAD advice.
Fps are mostly GPU or CPU related, not to mention heavy mods.
again excuse, if your using a mobo that doesnt support 32/64 or heck even 128GB RAM then your obviously running outdated hardware, but i highly doubt thats the case, penny pinching isnt the way to go, especially since RAM is quite cheap atm.
so again, your advice is quite BAD, you never ever need to run huge page files set manually (especially for a game, thats just silly LOL), windows can set it for you.
my paging file is the same as my RAM (64GB), set by windows and guess what... it isnt needed, my paging file barely gets used and is about 60+mb in size atm.
Share your log file so we can see what is _actually_ causing the slow fps.
Without the logs, we are just blind guessing and that guarantees a failure to solve the problem.

they feel the need to argue, they did it awhile back when i first purchased the game, they seem to think their horrible advice is better than professional advice from experienced users.
its kinda sad <_<
id like to say, its not your pc that the problem (your pc is fine), its the limits of this game, it has an issue with ram (memory leaking to be exact), the more assets and mods you use the more memory it eats, you wont find this in very many games.
