Why is the orange box there?
And how to i get rid of it?

Sometimes when I get through the load screen I see the orange box in the pic. I then end up not being able to select anything that's outside of that screen. So that's no buildings, no roads, nor any of the icons that aren't inside the box. The only way I can get rid of it so far is by exiting by the task manager, then restarting. It doesn't appear often, but when it does it's annoying as hell.

Can you go to the top menu in Steam , select Help, then select System Information and copy and paste the info that appears in the box into your next post so we can see your system specs.

The rest of that looks fine, i'm leaning towards it being a mod, maybe one that changes the resolution or that modify's the interface in some way, other than that maybe a resolution issue between your desktop and the in game settings.
The orange box itself only shows that the game is paused, but your whole UI is messed up so instead of being around the border of the screen it starts and ends in weird places.
Your toolbar is also supposed to start on the left edge of the screen and be right above the bar with the informations at the very bottom.
(Admitedly knowing this doesn't help you solving it, but you should now be able to know when it is working just by looking at the toolbar)
