000000000 mean there was nothing to write to.
You can safely remove those from your active assets (and unsubscribe to them if you don't intend to use them), but removing mods and assets that are used by a save tends to bring the save down as well.
It's true in nearly every game as well, adding a mod mid-game might work (depending on the mod but in most cases it is fine), but when you want to remove mods you should always consider starting a fresh save.
But 8GB of RAM is very low for this game, especially with workshop.
Maybe the RAM itself is full and can't page anything out to make room for more things you need and it crashes.
Maybe remove apps in the hidden task bar by the clock? They are located in Task manager (shift+ctrl+esc) under the startup tab.
But spending more money on the old rig is debatable. It would be wiser to build a new budget rig. But that depends on budgets.
If you can afford new right now. You can get a decent current or last gen for cheap. The improvements with next gen will be minor. especially since current games still use 4-core, 8-thread cpus at most. I see Ryzen 1600 for under $100, and decnt B450 motherboard for around $60. Ram prices have dropped as well. 16GB ($100) is starting to be mainstream now.
Stock is going fast as AMD is dumping current stock before releasing Ryzen 3000 here any day now.
