One campus, completely isolated from the rest of the city... there is absolutely no connection of any kind to the city.
Give it a little time for students to pass through the education system... and voila ;)

Give it some more time and as you can see, the campus has no problem levelling up despite its isolation ;)

Campus DLC, just like Industries DLC, will draw it's students from the city automatically and no public transportation, or indeed any connection by road, rail or air is necessary ;)
The campus will still require services, but these too do not require a connection to the rest of the city.

Remember me asking you to show your education overlay?
With only 138 kids able to go to elementary school, zero high school students and zero university students, that means you are going to have to wait for several generations of kids to grow up and pass through the education system before you'll get any that are eligible to go to your university.
I suspect you have been using mods such as Demand Master. Turn them off.
It's also interesting to note that you have no generic industry and only specialised industry. You have tons of commercial and you are importing a little bit of consumer goods.
