Campus student problem. Please hep!

So I have a population of 76k and 75/200 campus attractiveness but still 0 students, i have tried to get more attractiveness but it didnt make a difference. anyone know the reason for this?

I was teetering around 1600 students but needed 1800+ to get my university completely leveled up and I'd completed 1 & 2 above about 2 years ago and still couldn't get it above 1600. I set these 2 policies and shazaam, goal met!

Are you using the LHC (Large Hadron Collider) in your city or the Schools Out policy?

How have you tried to increase attractiveness?
What campus buildings have you placed?
How many dormitories are there?

well i tried to recreate a youtubers campus, since im not so good at that and his looked nice. But you can see in his video (https://www.youtube.com/watch?v=R8UepLaMO-M) (im at 8:07 minutes in the video and have placed the same things that he has at taht point, but as you can see in the video his campus has already started..

It's early times yet. Make sure you delete any other universities. Then you'll have to wait until kids are graduating from high school to get students. If your college is on the edge of town, make sure you provide public transportation to your college - buses and metro (most of my dorms are 60% empty). Make sure you have hired academic staff and paid for a research project. Maybe have a policy for free lunches. It is also a good idea to spread out your major college buildings in other parts of your town. Each has a # of students it can handle and - students like staying more local. You can spread your college district to other areas then delete the connecting part and it will still be the same campus. Building at least one sports facility helps.

One campus, completely isolated from the rest of the city... there is absolutely no connection of any kind to the city.
Give it a little time for students to pass through the education system... and voila ;)

Give it some more time and as you can see, the campus has no problem levelling up despite its isolation ;)

Campus DLC, just like Industries DLC, will draw it's students from the city automatically and no public transportation, or indeed any connection by road, rail or air is necessary ;)
The campus will still require services, but these too do not require a connection to the rest of the city.

Remember me asking you to show your education overlay?
With only 138 kids able to go to elementary school, zero high school students and zero university students, that means you are going to have to wait for several generations of kids to grow up and pass through the education system before you'll get any that are eligible to go to your university.
I suspect you have been using mods such as Demand Master. Turn them off.

It's also interesting to note that you have no generic industry and only specialised industry. You have tons of commercial and you are importing a little bit of consumer goods.
Care to explain? Never mind... one issue at a time ;)
