Like grapplehoeker's question implies, give them reasons to use the other lanes.
You forgot about the part where the mayor set up those series of events that confused the AI and cause the jam.
The mayor's the one who is misplacing roads and buildings causing these issues. not the AI.
The AI is just doing what mayor told it to do.
I ask you to examine this clip for evidence of your observations.
In fact I circle, show and describe instances of the opposite being true.

And here even when I placed the six lane and commenced repairs to this road length the traffic still used all the lanes regardless of the congestion involved.

Mark is correct. It is the lack of knowing the traffic rules or knowing that traffic management is a thing that causes issues.
If you can, using the so called "lane math" you can try to force the game to make lanes as "only for turning" instead of "straight or turning", which helps a lot when you can do it.
Making good intersections is one of the player skills in this game (one that I am far from mastering I might add), but there are two good "rules of thumb" that tend to make it a bit easier.
"No close intersections on your high traffic roads" and "make good use of the difference of lane amount on each road (also frequently called lane math)".
As you continue to play and try things (or look them up) you will be able to notice some of the problems on your own designs, but more importantly you will be able to know where to start when trying to fix it.
Mods like traffic manager obviously help a lot when you have a clear idea of where each lane should go but even that mod can't fix problems like intersections everywhere on your main road and such.
I call it lane flow. In other words, which lanes lead where. To me, lane math refers to something more mundane: how lane arrows are calculated. Similar but different concept.
Not in every case, due to how lane flow works. A roundabout built entirely out of 2 lane one ways will result in the right lane being used inbound, as well as within the roundabout. Even if you have two turn lanes entering the roundabout, the left lane can't exit it, so therefore isn't used. If you upgrade the roundabout itself to highway segments, you end up changing the lane math, and therefore lane flow. This results in a more balanced lane usage(albeit, still not ideal)
