No, all you need is to properly expand the area of the park after putting your first entrance, and you might want to make sure all of your other entrances have side gates so that no place connects to the outside roads without going through a gate.
What kind of park doesnt have a fence?

Many kinds, such as the one at the end of my street. Its a mix of lake side walks surrounded by trees. Also a skate park and play area on the far end.

You might want to place some "park props" and park buildings if you intend to level your park a bit but it looks like a pretty nice small park.

If you want to make a park for profit (or just increase its level quicker), a good way is to make is as the only foot path between two fairly close areas that are not directly connected by roads (like between your residencial and your commercial zone if the roads need to make a detour).
Your citizens will happily walk a fair distance to go where they want even if that means going through a park, and if you don't want to use that to "game" the system you can lower the entrance's price.

I made it free entry for now.
It is also the main footpath to a commercial sector im stating to add.
I have yet to unlock many props, and the ones I do have, have no attraction ratings.
