The game has grown with content and it's a lot bigger than it used to be. If you have been away that long, that may come as a surprise, although to be fair, 1000 assets would have been pushing the limit for 16GB RAM years ago. Although, if you have any of the major DLC's, instead of possibly being able to sub 800-1000 assets (years ago), it's more like a few hundred now.
Just as an example, I own all of the major DLC's and I just disabled all of my mods except for 10 and disabled all 3000+ assets except for 3. So, here's the amount of RAM that uses...

Take into account that the operating system will be eating up at least 2GB and that means if you had a similar setup, then you wouldn't have much RAM left for more than a couple of hundred assets.
Solutions = reduce your custom content to within your RAM capacity and/or create a swap file and make it at least 48GB, or upgrade your RAM.
Having said that, the most common fault would be inability to load and it isn't often that insufficient memory would cause a game crash on the first load.
A PC crash is less likely and that would be more indicative of a hardware problem or high temperatures.
By all means though, run some tests. Disable all custom content and get the game to run in vanilla only. If that works as it should then there's your control. If you still experience problems such as crash to desktop or worse a blue screen PC shut down, then it's not the game or content at all but a more serious issue with your machine.

If not that might have been removed from workshop anyway...
And sometimes such a removal causes the game to... end (not all assets, just some of them) and you need to start a new one.
I had that few times. I make copies of such files now.
I wouldn't say it's too much custom assets - i have sometimes over 12000 assets (and worse specs than yours) and although game doesn't run smoothly, it still runs.
To increase your page file try this article from microsoft:

Basically, increase your initial page file size and maximum page file size to triple your RAM size. i.e. if you have 16 GB RAM, then page file size should be 48 GB (48000 MB).
Windows auto-set page file up to twice your RAM, or only 32 GB, and then it can't allocate any more RAM.
You should end up with 64 GB of memory. i.e. 16 GB RAM plus 48 GB page file = 64 GB total memory.
Shortcut to page file settings are:
Click on search bar (cortana) and type Advanced System Settings, Then performance tab.
In the Performance section, click on settings.
It should bring up the Performance Options pop-up window.
Select the Advanced Tab, then under the Virtual memory section click on the "Change..." button.
remove the check box for Automatically manage paging file size for all drives
Select the drive C: drive
put a check in the "Custom size:" option dial button.
Initial size (MB): should be triple RAM size in MB. so 48 GB is 48000 MB
Maximum size (MB): same as Initial size.
Click OK, and it should be set to 48 GB page file.
If you are uncomfortable doing this, then you should either remove workshop not being used. Enable report generation in the Loading Screen mod and it will show you which assets are in your city, then you can unsubscribe to the other ones to free up memory. Or buy more RAM.
Before you do anything, you should go to content manager from the game;s main menu and then the saved games section, find your city, click the subscribe all button, and when that finishes (could take several minutes), then click the enable all button. Then exit the game and restart again and test to make sure something important isn't missing and causing the error.
