There is nothing you can do about this. https://tangrams.github.io/heightmapper is an alternative, but is not designed for Cities Skylines and thus requires a lot more work to get it right.
I would love if Skylines had It's own terrain creator. It is also impossible to find out who created Terrain Party. There are no contact details at all. I would donate to the person if i could contact them and they were willing to make it better.
Terrain Party is currently not working yet again. Only the Readme file is available. I have a lot of downloaded zip files of all sorts of maps. If someone wants one and they name the city that they want to build, then i can tell you if i have that particular map. I have about 100 downloaded.
