Any Crime Mods?

In SimCity it was a little easier to raise crime because all you had to do is create casinos, limit the number of jobs and create tons of housing. In Skylines however I can't even build housing unless I have a certain number of open jobs.

So my questions are is there any good mods for raising crime in your city/neighborhoods? If not can anyone tell me how to raise crime quickly without a mod?

Something like organized crime, street crime, arson.

however, you will achieve the same thing if you just turn off a few police station so they are not deleted but just out of service as they shut down.

Yeah, I've done those. I wanted a real organized crime kind of mods filled with gangs, hitmen, crime families and such.
