Report a translation problem
First thing I'd suggest....discover where the water is coming from and BLOCK IT...one way or another.
Second....Buy approx. 4-6 water pumps and place them about 1/2" (onscreen) apart. Connect them all to your water system. Turn them all on and view what's happening. You may have to move them around a bit, especially if one or more of them have dried out the location it/they was in.
If your blocking isn't doing its job, BLOCK MORE.
You can always add more pumps if needed.
Turn off the pumps if the pumping has done its job.

Use the Shift Terrain: Lower tool to dig one or many deep holes right next to any at-risk structures. All the water nearby will immediately pool in the holes, saving your structures.
*Then*, at your leisure you can drop pumping stations on the holes and hook them up to your water grid to drain them.
