Report a translation problem
Your assets are loaded in the Steam directory. Mine is on my Steam Drive I added:
D:\Steam\steamapps\workshop\content\255710
You need to look on the mod page of the app and find it's filename, usually a long 9 or so digit number.
Give it a try, it should give you an achievement award for for this game for doing it as well.
FYI, the 6-digit number above in the filename is code for Steam for the game Cities: Skylines. If you look above in the address bar, you should see this same number that Steam uses this same number for the Cities: Skylines forums.
I had to do this once, as an asset pack I subscribed to had forgotten the level 5 corner building, so I loaded the level 4 building, changed it to level 5 then saved and exited the game and VOILLA! it started leveling up all of the corner buildings.
Any more, I only use level 5 buildings as most of your city will level up to the max as it grows anyway. so the lower level buildings are useless in the long run and just use up a ton of RAM, while doing nothing except use up all your RAM.
