The game already struggles as it is with all the simulation calculations it has to do and here you are asking for a mod that autobuilds a thriving city for you? Just throw your computer out the window if you want to break it.

This game is NOT about your GPU, it is about your computer's CPU. And even with this current generation of CPUs, there is no CPU powerful enough that can possibly accomplish what you're asking for. Heck if it were at all possible wouldn't you think any modder would've ptogrammed it by now? My guess is no because aside from being ridiculous amd stupid, there are a TON of issues in game that require more attention, like how the game AI handles pathing.

If you really just want to watch a city being built instead of building one yourself, then why not just watch videos on Youtube.

Also a "Learning Ai program" will have tremendous difficulty in "trying to learn" this game because an AI trying to learn how anothet AI works to find a way to beat it would be near impossible for this game.
