Enable the unlimited money mod built into the game.

Or just make a new scenario with your save game and add more money to it.

Use the "move it" mod.
It is A verry helpfull and technically essential to build nice interchanges and B you can copy roads for no cost wich you then can sell...

You can increase your taxes to 12% and your cims and businesses won't care. If you want to go over 12% residential you will need to make sure your cims are very happy. But 12% is easy money all day.

res 10% commercial 11%, industry 13%, office 12%

Rich people must be extremely happy since they are paying 30-40% taxes. And then people say you cannot buy happiness.
