Report a translation problem
To handle different disasters you can do this:
- Build a pumping station to deal with flooded buildings after tsunamis or floods
- Build a fire helo-station to deal with forrest fires
- Build shelters to try saving your poor citizens when the disaster is imminent
- Build warning systems and radio stations to reduce the death-toll in your city
That being said, I myself have an issue where barely any citizens evacuate to my shelters, so it could be some bugs or issues with the expansion that didn't show up until after the release :/

Could just pause the game and manually bulldoze and rebuild your city services, but I think that robs from the disaster experience a bit.
I am having lots of fun with this new dlc tho. :)
A nice tip is to keep your emergency-budget around 60-75% until a disaster is imminent, then max it for awhile. Because then you will suddenly get a lot more vehicles and effectiveness from your DRU's while you at the same time keeps the costs low otherwise.
Only downside is that the budget includes your fire depts. as well, so it would probably be really bad to go below 60%, as you would need more firestations to cope with the number of vehicles available to respond in each part of your city.
Good tip, cheers .. Just build 30% more fire stations to fill the gap and increase response time during disasters .. its a win-win. :)
