You can zone a lot like you did, but the buildings will not appear there until you have demand. Most people just zone when they have demand.
To see your demand look at you city name on the bottom left, look to the right of that; those 3 bars indicate demand.
So with that city you can de-zone to remove zones to even things out, or just play a long time and see if the buildings start to appear. You'lll also need to make sure power, water, etc. is found throughout your city via power lines, water pipes, etc. as normal.
You also could download a pre-built city in the workshop to get an idea, or start a new city and only zone when you have the demand.
late-game, the game prefers building offices rather than industries, when both are zoned.

With all of those empty zones, it won't have demand. But it should slowly grow for a long time, filling in everything slowly.
Put the game on x3 speed and it will fill in faster. Just watch all of your services. Looks like you are low on water already, or don't have pipes reaching that far.
But everything seem to look normal.
