Cims Standing in the Middle of Highway?

I have an issue with Cims standing in the middle of the highway waiting for transportation as depicted in these two screenshots

It's really a detriment to traffic flow as the cars slow down to phase past these idiots. What's the deal with this?

Did you recently add that stub of highway and trap that poor old Cim there?
Why are you using a highway to merge with another in any case?

I have has that same issue a few times before. I think you did what graplehooker said

Those aren't YOUR citizens so you are not responcible for them! Ignore them and let them die on traffic accident or starve to death! *BuaHaHaaaa*

Those are just - obviously suicidal - tourists from neighboring cities/towns who possibly lost all their money on your tourist attractions and/or casinoes and lost their will to live. Life is hard!

It's a newer stub of highway that I was rerouting then deleting to avoid that issue, but I wanted to get more screenshots of them standing in the middle first.

This happens to me sometimes when I change roadtype. It can really block traffic. But usually they are waiting for a taxi or a bus or such thing. When they get picked up, no new ones will go out into the middle of the road... unless you change the road again...

I wish it was that simple. This highway was placed new and not as an upgrade. And people continued to walk out to the middle of the lanes. Usually to spawn into thier cars, or the troublesome ones shown are all waiting for taxis.
