It also seems to be happen when it is connected to the internet - in offline mode it works fine, just with no mods or downloads, just in vanilla mode. which is crazy bad... LOL.
Any ideas on how this could be fixed? is it trying to download mods or files for the game?
Also you may want to try different maps to see if it makes a difference.
There is also a sticky on the top of this forums that states what mods are compat.

if you disable all mods, it gave you forever loading :D

I run no anti-virus software except Windows Defender (on which Steam is already an exception) and the free copy of Malwarebytes. I have attempted to load the game both with Steam online and offline to no effect, same for the workshop. The city loaded up on the first day I got the DLC, but got hit by non-stop tsunamis (I guess that was a bug in itself) and kept getting an error message every few seconds which said something along the lines of "Array: argument cannot be nill." I did not screenshot the error window, unfortunately. I also got the flickering trees and disappearing traffic many times.
I have verified the game cache multiple times, reinstalled the game twice. A backup of my city saved to Steam cloud would also not load, but that needed WiFi enabled to work anyway. I am at a loss now. That city I have worked on for over a year, I really don't want to lose it. I spent hours before the DLC release removing all custom assets and their files from my steam drives. My Steam has library folders over two drive partitions, but my first reinstall was on the other drive and did not help at all. Hopefully somebody can give me some help? Thanks for your time.
