I've been waiting for a while to see them rebuilding but so far I don't see anything being rebuilt.
They do in my game. Check that the response building itself is functioning. Any damage caused that interrupts power to the building for example will render it useless, so you have to monitor that and act quickly to restore it. Then just allow the units time to go out and reach each and every damaged site, which can be many of course. There is a short cooldown while they work at each rubble site, 'searching for survivors'. Once that is complete, you'll see the turquoise 'ready to rebuild' icon. Then you can click on the site and select the Rebuild option if you wish. The rebuild is almost instantaneous and costs nothing.
Before you can get close to 5500, several tornadoes have already destroyed most roads. You now have to manually rebuild all roads which is utterly tedious. Waiting to hit 5500 for the automatic repair units won't work.
I hope that they'll add a "repair/rebuild everything" order button. A dialogue could then show the estimated cost and let you accept or dismiss.
Manually rebuilding every destroyed wind power turbine and sh*t will make this a tedious affair.
