In any case, all of that high density commercial has to go. Commercial is a noise polluter and you have zoned it right next to your residential. You are going to be making those residents sick.
Either move the residential a safe distance away or get rid of that hd commercial.
While you're at it, you might to try terraforming and flattening the land there and may be even relay that stretch of road to get a good zone grid.
These sort of holes happen when I slightly move road (Movit) or move other roads nearby and their zoning areas or slight terrain difference affect each other.
I do use MoveIt a lot for all kind of things, but this problem happens all over the map, not just where I moved a road and it only affects high density commercial.
The hole you see on the picture occurs on 50 different locations all over my 81-tiles/1million people city.
It has to be a mod or a combination of certain mods, I can exclude everything else.
And no, de- and reactivating certain mods to test it is not an option. I have way too many installed for that.
Edit: Ok just hasd something weird. I deleted buildings around a hole and filled it, and a hole in the same zoning disappeared and was fully zoned again. Could it be related to a building next to it that doesn't fit into its boundaries. Will give it a try to see if it happens tnext to the same buildings.
Even if its a ♥♥♥♥♥, it keeps me redesinging districs, which is good. So no big deal, but would be nice to get rid off
