Quaywalls are another type of asset which too needs freely available terrain in which to place it.
When you try to combine either of them, you have found that you will get collision errors and that it won't be possible because the terrain isn't free of any other structures.
That's the why of it.
Is there any way aound it? Possibly with the use of mods such as the No Pillars mod (with collisions option turned off) and possibly with the help of the Move It mod. Experiment a bit with both and you may get a more pleasing result.
You aren't restricted to building just one city are you?
So build as many cities with the use of any mods you wish.
Meanwhile build other cities without any mods (and never accept a cash bail out) for the purpose of getting achievements. Many of the achievements are easier to get with a fresh city anyway.
