As for the structure in the water, I placed this park and I too have citizens on the pier and no one on the structure in the water. Perhaps an update will happen to repair this for upon that structure there are fishing poles with lines "in" the water seeming waiting for citizens to reel in the line and pull out a fish.

1. Made only the pier side and make people fish there.
2. Make the floating island and have boats travelling between it and the pier.
Instead we have a structure in the water where noone gets to...
I'm a little miffed. I built the quay, infrastructure, and routed busses only to have my people standing around on the perir like dorks.
Think I'll bulldoze it, and build a damn bridge instead.
and you shouldn't need any DLC, you should already have it.
