@Lordgod, any way to decide where they relocate the trash when you empty and landfill?
Because it seems to me when I empty the trash, they relocate to another nearby landfill and there isn't a separate 'incinerate' option.

Having everyone in the city recycling is good or even as I would like to say is the best way to go!!!
I think you are using some sort of landfill mods.
The game's landfills only collect garbage, and to empty them, you need to set them to empty, and they will deliver garbage to the incinerators.
You need Green Cities DLC for a recycling center, and they will provide fright to generic industry (Except farming).
There's a waste control system from one other the other DLCs as well.
