Report a translation problem
If you activate only the mods and assets that you want to keep and then create a saved game you can then unsub ALL assets and mods in content manager. Once they are deleted go to the saved game file in content manager. You should find and option to subsribe to all the assets and mods that were active in the saved game.
Note this only works when the assets and mods are subsribed to in the workshop, any that are on your HD and not subscribed to will not get downloaded. Bear in mind if you have a lot of assets it will take a while to download them all again. I would suggest you do a test of this by only unsubscribing a few assets at first just to make sure it works the same way on your system as it does on mine.
I think (but have not tried) if you use the option to only load the assets and mods used in a save in the 'loading screen mod' options you should be able to get rid of all mods and assets not used in any current game you are playing.
Easy enough, since I have all I want favorited.
Is there a way to make the list of favorites in a way that gives you the buttons un-subscribe and Subscribe (the ones you often see when people makes lists)?
What local folders should I delete, to remove all local contents (including folders)?
The workshop folder for skylines is normaly C:\Program Files (x86)\Steam\steamapps\workshop\content\255710 . If steam is on another drive then you need to find the steamapps folder on that drive. Asset files all end .crp so a search on that will find them all. Personaly copy all the assets I use to my local asset folder (c:\Users\your user name\AppData\Local\Colossal Order\Cities_Skylines\Addons\Assets) and then use sub folders to seperate what type of asset they are. I then unsub all assets. That way if an asset is removed from the workshop you are not going to have issues with your game. It also gives you greater control as you can back them up and delete what you do not want very easily. The asset folder above is hidden so you need to unhide the folder. Copying mods in the same way does not have any advantage and can cause issues.
I only have 16gb ram and find that more than 1500 assets start to have an impact on FPS. I try to keep below 1000 and use different assets for different types of map. My CPU and GPU are hardly used by cities but FPS can still drop a lot if there are too many mods and/or assets.
