the problem is not fixed! i have try your stupid method and it doesn't change anything!
I cannot load any new themes created since the changes into the game at all. Old themes appear to work and new themes will load when creating a new map; but even old themes will not load into the Map Editor after the map has been saved and reloaded. After loading, the theme reverts back to the default and the default is saved wit the theme.
I "lost" several hours worth of work as a result of this, even when I was using a pre-Green cities theme that still loads in the game because I didn't realize this was happening until it was too late (I saved over my new map after the reversion).
I then confirmed that the issue exists by restarting my map (from a height map) with a brand new theme, saving it, and then reloading and saving it again with a different name. The original file still reports having a theme. However, the original theme is removed in the new save and does not appear in the map description for the new save. Even when I select a theme or the saved map (using the same climate selection and the same or a new theme), it does not load.
One thing you need to do to prevent this bug for your games is follow the following logic.
If for some reason this doesn't work there is a mod that forces the use of any theme on any map.
Note that if you download and play a map that uses a specific theme and you then change that theme and the map author updates his map on the workshop, chances are your savegames will be affected.
1. Create your theme or download one. If you create a theme then make sure your theme is uploaded to the workshop and you subscribe to it.
2. With the map you created, select the uploaded theme and then finish the map and play that. No further issues should happen.
3. If you downloaded a map that uses a theme you don't want or you want to change, then open that map in map editor using the theme you want as its default, save that map in map editor to a new map and play that map.
