Report a translation problem
Just drag the district to two zones that will have the same policies/themes even if they're across the map from each other. Erase the zone in between and voila.
I'm sure you don't have more than 128 different types of districts. I don't even think it's possible to have that many combinations of policies unless you have about a dozen district building themes active.
This can get complicated, but it works. Just remember that when you change policies for divided districts, that it will affect all those areas.
I have a city with many districts, but it's symmetrical, so this works quite well.
Guess I'll just separate by country or remove a bunch of the lesser cities from districts. Also I'm pretty sure my districts are nowhere near 128, I think it's about 50 something atm. I've got a handful of cities in the UK, France, Germany, Sweden, Italy, Turkey, and then some countries with just 1-2 cities (districts), and then I ran out before filling out most of Europe.

You shouldn't be maxing at 50 districts. I think if you delete a district entirely, it still counts toward the maximum, and you can never recover that capacity. I never delete a district anymore, I just minimize it and drag to another area out of the way for later use.
I'd hate to have built a massive metropolis with thousands of hours invested, only to hit the district limit because I was lazy and deleted a bunch of districts.
My last city had 109 districts and I hit the limit. I had deleted about a dozen districts, so basically arithmetic leads me to this conclusion, since the hard limit is 128 (might be 124).

It's hard coded so this figure won't change
