Why does the editor have horror ambient music?

I think the songs in the editor are slower paced versions of the normal songs.
The ''horror'' appears when your city doesnt has any citizens or buildings (So when you just started you can also hear the horror music).
And since in the editor there no citizens you hear the ''no poplulation soundtrack''
At first i thought, wich person put horror music into his mod? But it turns out its supposed to be there.
