Report a translation problem
You have a terminal linked to air routes that are connecting to multiple outside connections. This causes vehicles to be spawned at the outside connections and results in overspawning and congestion. Not only that, the loads per vehicles spawned will be shared, resulting in inefficient loads per vehicle.
It is the same for trains, boats and planes...
Use only one terminal to connect to a single outside connection.
In this case (if it is two outside connections), remove a piece of the air route (mod/s required to do so) to create two independent routes to each outside connection. Only allow one of them to be used by this airport and connect the other to a different airport. You will then have two airports connected to their own outside connection and the planes will have efficient loads.
I would call this a bug in the game. You should not be forced to use mods to have two airports in a major city. Otherwise they should make it impossible to build more than one airport. And even if I remove one airport the planes still fly in circles above the now removed airport...
And as for trains I had to remove all outside connections cause no railroad system in the world would be able to handle all those trains.. My city has about 400k citizens and I hope it will be able to function without outside trains.
I found out that if I put two separate train lines in my city it works. One for outside connections only, and another international line that distributes throughout the city. It's more of a hassle, but it seems to work.
Don't use either of those mods as neither have any support and were last updated in 2015, use TMPE's remove stuck traffic feature instead.
2 - Planes don't manouver well so give'em room, a airport near a mountain will do the same as a outside connection near a mountain. (Yes they do loop outside connections near mountains)
TM:PE will help, but eventually it will happen again, if you use AVO to slow down planes a little they will manouver better and stop looping, but will bring you new problems on your airports.
Just choose wisely where you will put your airport and from where the planes are coming.
Try the Airport line too mod cause the game treat outside connections as stations and people will take planes (or trains) to a outside connection wait a new plane (or train) spawn going to the airport (station) they want and go for it. A line between two or more airports will fix some of that behavior.

Then I took a close look at how my airport area was set up; it was begging for disruptions. I had 3 different locations where a plane taking off or landing would have to wait for intersecting air traffic to clear. Moved my airport area’s cargo airport to the other side of the complex and positioned it so it would be more centered. Repositioned the air cargo hub so it was more centered as well. Went through 6 day/night cycles and there were no circling planes. Below are the before and after pics.
