Problem with evacuation buses.
My evacuation busses seems to not go evacuating, but returning to depot.

Any good advise as for shelter layout, what roads to lead into it? I seem to have a difficulty to even get a 1000 people inside during evacuation phase. Everything clogs up and cars leave the shelter to just circle back in.

But mainly, my evacuation busses return to the depot just as my normal busses....

Yeah, i have set routes, but the busses just circles just in front of the shelter returning without heading for the evacuation stops.
