Report a translation problem
a car stopps somwhere at the highway and couses a traffic jam due to a full highway. after a second it contiues its way and the next car comes, stopps at exactly the same location for a second before the third one is on the turn ... and this again and again and again, for like I said, no given reason ...
I don't think that every car has to drive to this one spot to recalculate for a second before continuing ... do you? :o ;)
The only time I have seen this outside of a mod causing issues is heavy traffic and vehicles not having the room to lane change. They for reasons choose to lane change at that spot but the traffic in that lane they wish to change to has such heavy traffic that there is too little room “between” vehicles to change lanes. So they wait till they find a gap in traffic large enough to enter that lane or they wait till traffic is clear in that lane before entering.
Another possible issue causing this is your exit ramps. If they are too sharp of a turn they will slow the traffic trying to leave the highway. This I have noticed has an effect on the highway overall and sometimes it causes what I call confusion to the highway.

Without see anything I'm guessing its a volume issue. Or it could be a mod issue.

here you see the green truck stopping, while the hole street is free ... it didn't change the lane or try to park, it just stopped and then continued drive on the same lane ...

The traffic thing. To help rule out mod issue you say this happens to cities that you don’t use mods on? In what way did you do this? Did you shut down the mods and assets or did use a command like “—noWorkshop or –disableMods

The reason I ask because it could by an “asset” like vehicles from the Workshop causing an adverse effect. Do you remember when you think you noticed the issue? What Workshop items did you pick up before the issue.
I was thinking the same thing - nodes too close to each other. Deleting the short section of road between the two too-close nodes, plus an adjacent one, then rebuilding usually fixes it. But on your elevated section, nodes usually are at the pillars.
