You may want to post all of your specs as they have a factor in your gaming experience.
The 750 Ti and the 4870 are near equal iirc. However, your 4870 is a x2, which means built-in crossfire (multi-GPU) and this game doesn't support multi-GPU, so it will be treated as a standard 4870.
Just swap it out and test. But your 4870 x2 will draw more power, so you'll need to make sure you have enough watts and enough PCIe power connectors.
also, you didn't state what your poor performance is. Maybe post your FPS score. This game has poor performance even with high end cards.
all the time I am seeing AMD card users having issues on games
the 750 TI is a good entry level card it can play older DX9 games very well but DX10 and DX11 will be low to medium detail
the GTX750 TI is a DX11(software DX12 compatible) card, less energy hungry (only 60W) beast, has HDMI and no SLI card anomalies
So if your "new" PC is an OEM pc then you can't run the HD4870x2 because you will have an only 300W PSU with max 1 PCIe bzw 150W power connector if any because a gtx750TI can run without a power connector with the PCIex16 power lane.
but if you have a 650W (recommend) PSU than you can try out the HD4870x2 but that old card does have it's issues.
I would use the 750Ti or sell both and buy an GTX1050 or Radeon 560
like has been said already the 750Ti is going to be the better card.
