Probably because the tram didn't take them where they wanted to go. They don't take mass-transportation because they can, they take it because they need it.
first, you should never overlap another route.
second, maybe buses get priority? The were here first. so maybe they just get priority.
Then I think the public transports are tiered. Cims are more bond to take some of them rather than others.
And finally. When you remove lines cims have already chosen to take, they will always walk. They can't change their initial route, wait for a moment and new Cims will take the other route - in this case trams, however.
I DELETED the bus routes before I made the tram routes and visa versa, so there shouldn't be any problems in that respect. I also waited for several hours (over night) to see if it was just taking them some time to "forget" the bus.
