Please zoom right out, turn the power overlay on and take a screenshot.
Then take another with the water overlay on.
I need to see the big picture for both.
I noticed that though the other sewage plants were "on" and that one is off atm, there was no water or sewage in the pipes themselves. All the pipes in the screenshot are grey. This is why “grapplehoeker” is asking about power. The issue looks like it goes beyond that “one plant” not firing up.
you know, i could be wrong.. but that looks like a power plant by the road there. which if it is the OP could just say it is. regardless though if there wasnt power right there with all the buildings they would show they werent getting power via icon.
anyway i looked at running treatment plants with a solo pipe on a city just to see it. rather inefficient to be honest since pipes are made to carry both clean water and sewage for a reason. anyway it does work. if you want to do it. the plant just has to be connected to a pipe that is feeding residential, commericial, or industrial buildings so it has something to do that makes turn on.
something that has happened to me before is the pipe will be misaligned and will look like it should be where it is suppose to go if the pipe was already there, but its not. i use to draw a straight pipe close to the edge of the shore and the water system would auto connect to the pipe without me having to draw more. the problem there is that the shore isnt perfectly straight. what i started doing recently is drawing a long straight pipe bit out from the shore and i will draw feeder lines off of it any time i place a new treatment plant or water pump. works out pretty good.
here is what i would do. since they are near the water, and on uneven shorelines, i always build quays. that way it gives me an evened out area to build those structures and then i dont get any weirdness with water going into the buildings, slope too steep on the pipes (usually), and that kind of thing. plus it just looks nicer.
-relocate or delete the buildings
-go to water features and draw a Quay on the side you want your treatment plants
-put your treatment plants back in
-connect your treatment plants
normal pipe works
i noticed that when they dont feed anything even if they are connected properly it wont activate. the op may want to try using their pipe to feed more buildings and see if the building turns on.
