You simply have to ensure that nobody gets sick. Aim for a sickness free city and you'll find that you don't need any health services at all, unless it's to help level up surrounding buildings.
As has already been mentioned above. Cims can only get sick due to pollution, be it ground, noise or water. Water is the only one that is fatal. Therefore keep all residential outside of the radius of effect of known polluters and of course, keep your freshwater clean.
Every building that produces noise will display an orange highlighted noise radius when you have it in hand before placing it. So you can see exactly what the range of the noise pollution from that building will be.
Typical errors, new and old players will make, are placing noisy buildings such as metros or wind turbines too close to residential. Or rather, they place them and then zone residential afterwards and forget about the radius of effect = sick homes. Sick homes, means more expenseive health services to treat them. This means more ambulances on your roads and increases traffic.
A common problem that many overlook is that Commercial zones are noise polluters too and so they should not be zoned adjacent to residential.
And lastly, traffic noise... this is one you need to plan for and monitor. As your city grows, so too will your traffic and increases in traffic will mean increases in traffic noise. So, be aware of this and avoid zoning residential along busy throughfares. Make use of the road upgrades to tree lined roads and always use sound walls on any highways that are within earshot of homes.
