Hm, not sure i understand what exactly you want to do.
If you mean if you can put buildings on walkways (the ones you can build yourself) is not possible, that would destroy the walkway.

However, msot buildings you can palce directly already come with some walkways, peopel can wlak in/through parks etc.
Also, you can put a walkway above or below gorund just liek street, trains etc.
When oyu do that you can build in areas not direclty blocked by the path, so buildings below/above them are possible.

The short answer is NO, you cannot zone on pathways for the reason all zoned areas must have access to all services. The pathways are made for pedestrians and bicycles not cars or trucks so no services can use the pathways. I personally wanted to create a boardwalk with small beach shops and have pedestrians access the shops from the back that faces the boardwalk. I can make the Cims walk along the boardwalk easy enough though the only they will shop is if the boardwalk connect to the road/street. In the past I have tried to use the mod “Network Extensions Project to allow zoning on pathways[Beta] but was disappointed to find that cars, vans and large trucks would now use the path and simulate the mowing down of Cims using the boardwalk. Sorry the answer is still no.

I’m sorry you are right…Dave, you can build on pathways BUT you CAN’T do it without a “mod”. Though I have not looked for another mod that does this other than “Network Extensions”. In MY opinion to date that function of this mod does not work properly, for the mod allows “any” vehicle to drive on the Pedestrian pathway. In this case it becomes a fancy road that will be used as a shortcut. Blah, Blah, Blah, honestly!

OneJason, use the network extension for the pedestrian road. Then, with traffic president, toggle the desired restrictions. Easy af! No ofcourse it can't be done without mods. Duh.

And when you've fixed that, you can even put a bicycle lane on top of the pedroad, creating a ped/bike only crossing with or without stoplight's. I myself added priorit signs and give way signs, creating this:

And to answer Q OP properly, yes, they can be zoned. If that's still giving problems, wich it shouldn't, look for disabling zoning check mod or the resilient owners mod, that way, you can pull the building from the curb with move it mod and place it anywhere you like
