Can't download free DLC
I tried to download the free DLC packs but all it does it open my game. The packs never appear in-game like the other DLC I have.

They have for me. Even if i couldn't subscribe at the store page, i had the three new buildings in game. Did you check the monuments tabs for anything new?

If you see it listed as 'Installed' in your DLC list on the Steam library page for this game, then it will be in game.

That's the thing, it's not listed in the DLC list in my library and when I go to download it from the store page it just starts my game without installing anything. I thought maybe it was because it's a shared game with my husband but he installed it on his computer just fine. I have the paid DLC installed just fine.

I have the same issue. I can't install the free DLC. No DLC shows up in the "installed DLC".

I think if you have installed the game but from someone else's library, my husband has the actual game, then you can't have the DLC too. Which sucks.

I kept clicking on download and when I started the game up they was installed

there should be a list of your games. if not, at the bottom of the page is a search field. type in cities skylines.
there are some choices you can click, missing games, dlcs, problems with product keys and so on.
if you find your game in the list click it and it should show you the keys you own.

Thank you for your answer.
When I select Cities: Skylines and i choose "Missing DLC", it says that I don't own any DLC for this game :/

You're very welcome. Problems are best solved by posting on the Paradox Technical Help and Bug Reports forum. There is a very knowledgable tech guy there.

I am having the same problem cannot download the 4 free DLc's I hit download and it boots up my game and nothing happens. I go over to the left where the DLC is and try downloading it from in-game and it tell me to install steam (which it's obviously installed) so I can't do anything. I tried the cache deleting and that did absolutely nothing The only thing I can think of it's that family sharing thing so I don't know. any help would be appreciated..

Yes, for some reason Cities: Skylines doesn't like family sharing. If you install the base game form a different account it won't download the free DLC. I only got them by buying my own Cities: Skylines, but then I couldn't install the expansions. :steamfacepalm:
