Buildings show no electricity but are in blue area.

I'm very new to Cities : Skylines. I'm using one of the Tutorial on how to start a city I found here. There is a section in my city that the buildings show no electricity but are in the pale blue area. It shows that there is 18MW available and 12MW in use. I have tried running power lines but that does not solve the problem. What am I missing?

Please be patient with me as I'm 77 and have not done these kinds of games in the past.

Ok so wherever your houses have spawned (usually next to the power lines assuming that you have provided power lines) the area becomes a darker blue and as new houses spawn, they will automatically connect other houses.

So if you have houses that are showing a lack of electricity, it's either that your power availability is not enough or you have houses that are not connected to other houses that do have power.

Simply increase your power availability by building more power plants or connect the lacking houses up using power lines to houses that do have electricity. Those are the only two scenarios where there is a lack of electricity.
