In effect, there's no need to have more than 81 tiles because you don't even really need *that* many you'd reach the limits of buildings, vehicles and so-forth long before you fill even 25 tiles.
I Want more than 81 tiles. there is no reason to arbitrarily limit the number of tiles since the game is already limited by the number of entities, buildings and trees.
but if a larger map exist we could model regions not just cities. so we have a region with multiple small cities connected by highway and other connections.
The Vanilla nine tile limit is by no means an arbitrary value as the other in game limits factor into the basic nine tile limit as well. And FYI, these limits were put in place to make sure that the game won't get broken and remains stable.
