Which expansion or dlc should i buy first ?
So i have been following this game since it released, and i had it on my wishlist since day one, now i finally feel ready to play it, however i wish to not only buy the game but also a single expansion/dlc, but the thing is i am unsure if this game really will be as good and interesting as i think, that's why i have decided to only buy one expansion/dlc pack.

Now my question is, what expansion or dlc should i buy first ? which one would be best to start with for a newcomer to Cities Skyline like myself ?

There are now so many to choose from. it's not really possible to tell you what would be best for you. It's a personally subjective thing. You really have to ask yourself if you can see yourself making use of a particular DLC in your city build.
Watch the youtube streams to see what each can offer you.
My best advice would be to first play the base game. Learn it and familiarise yourself with it. Once you can build a variety of different styles of city, then you can better appreciate what the DLC's could offer to your designs.

Start with the base game, there's a lot of good things in it. It's hard to decide which single DLC is the best for a new player. I suppose buying them in order of publication would be the best. The DLC are okay, but I believe people buy them as a way of supporting the dev rather than getting many more features, since a lot of the best features come free with the patches. Personally, I bought the DLC to support the devs.

Would agree, start with the base game and see how much you like it.

If you're set on picking ONE of the DLCs, though...

After Dark
  • Leisure & Tourism commercial area specializations, regularly working during the day but especially active at night. Necessary if you want your city to have a red light district

  • A dedicated prison facility

  • Cargo hubs, for ship-to-rail freight

  • Bus terminal - a personal favourite of mine, allows a ton of buses to all be routed to a single facility (you can even choose which of the platforms the bus parks at!) Cims can switch platforms easily; great for making a transport hub, if you put a subway station nearby, for example

  • Bikes and dedicated bike and bus lanes for certain road types...though I've seen regular traffic use the bus lanes as well, don't know how effective it is really.

  • Taxi service works similar to the old bus system in Sim City (on at a stop, off anywhere)
Snowfall
  • New winter-only maps (no season cycling, unfortunately)

  • Winter maps require snow ploughing (and snow dumps)

  • Heating pipes and boiler facilities and geothermal options, for heating...the city can also use electricity to heat

  • Various winter-related items and parks, such as Christmas trees

  • Road maintenance spawns trucks that makes traffic go faster, works on all maps

  • Trams, aka streetcars, available on all maps - carries more people than buses and can work on their own dedicated rail system, or by upgrading existing roads to accomodating streetcars.

Natural Disasters
  • Tsunami (giant wall of water of doom, can create puddles in its wake), Tornado (just like Sim City), Thunderstorm (lightning strikes start fires), Earthquake (creates giant fissure), sinkhole (creates a giant crater), forest fire (can spread into your city...maybe), Meteor strike (giant ball of death)

  • Disaster detection systems - weather radar/space radar work across the whole map and detect thunderstorms, tornadoes, and meteors...the Firewatch tower, Tsunami buoy, and Earthquake sensor cover an area and you'll need to build a few in order to cover an especially large city

  • Disaster response unit structure helps evacuate and rebuild

  • Pumping service helps counteract the puddles left behind in low areas after a tsunami

  • Tank resevoir stores excess water and pumps it out in th event your pumps can't keep up with demand

  • Shelters, which you have to set up bus routes for to help people evacuate into them

  • Firefighting, medical, and police helicopters...pretty good at helping mitigate traffic

  • Fresh water outlet helps you create a new source of fresh water, like a new river or pond

I would probably say go for After Dark first since it adds a lot to the base game and doesn't rely on dedicated maps like Snowfall. Natural Disasters is kind of the same thing.

That's the idea i got reading your descriptions of the expansions/dlcs, i think Natural Disasters would be the last one to get if i do buy every expansion/dlc.
