No population growth (stays at 0)

I've seen some people having similar issues, but all given solutions didn't work out for me, so I ask you guys now:
Whenever I start a new map (vanilla game, doesnt matter if original or Steam Workshop map) i won't get any citizens. Meaning the following:
I built power, water and streets leading to my city and back out of it again (i actually doublechecked a map in the editor if there weren't any wrong-way roads) and built a few houses and shops, basic start of a game so far (i pretty much know how this game works, i'm very sure i'm not the mistake here).
Problem: Even if i have like 40 houses and a few shops, there won't be any citizens coming to my city, the population stays at 0, there are no cars, nothing..not even random trucks passing my village on the highway, heading to other "bot-towns". Ships, planes and trains are moving on the map, but no cars and citizens at all.

Does someone know how to solve this?

Sounds odd. Sorry I don't have a clue, but...

Do you have the Hide-and-Seek DLC installed?
Have you killed all mankind with asteroids from Natural Disasters DLC lately?
Has your goverment banned all traffic to protect the environment?
Did you go back in time to give Biff a beating?
Does the main menu say "Simcity"?
Have you asked Paradox about this paradox?
Do you like trains?
Is your driver's license o.k.?
Have you tried building 42 houses and did you name the region Magrathea?

It happened to me once...
But it just turned out the highway connecting the city was just one way.
It may sound stupid but check it out!

Are you sure the highways are connected the right way. Resethel already said it but its a common mistake.

If you don't have districts and zoning, nobodys going in there. It will be a ghost town.

Are you sure the avenue in your city linked to the highway?

Double check those road connections! Add a few public services?

There can only be 1 reason only for no people moving in at the start of a new game and you have zoned residential as well as water and power. HIGHWAY ACCESS.

No need for commercial or industrial zoning at start of new game as residential must go up before any demand is created for either. This also goes for districts, can't make them at start anyway unless you are playing with all milestones unlocked.

Again: Im 100% sure my roads are connected the right way.
Public services are not avaiable at 0 population (except for power and water, which were done right)

Does someone have another idea?
Starting a game with mods enabled wasn't a problem so far, i just wanted to play a vanilla game again, which obviously didn't work out well.

i sorry to say this but u must reinstall the game, i think
i had this problem before too. Had to clean install, deleting my cities too (it didnt work in them even after clean installing)

I thought this happened due to a traffic manager mod

it was the only solution, or atleast one that helped, i reinstalled it yesterday and now it works just fine
and for my maps: thanks to the steamcloud i've still got them, so no worries there :)

plus i think your guess was right, i had a traffic mod installed, which i now think caused the problem when trying to play without it, so thanks again. :)

well i simply safe every city i have online, i didn't save a map on my pc once i think..^^
