Do you have sufficient RAM?
Have you oversubscribed to custom content?

There are RAM sticks inside your computer. 4GB is insufficient for this game. I would recommend a minimum of 8GB (I went from 8GB to 12GB for this game). Shut Down your computer and open the case. There should be (usually) 4 slots in alternating colors. There may be one stick or two sticks in these slots. If there is one, it is 4GB, if there is two, they are both 2GB. Take one of these sticks out, and DO NOT touch the metal contacts. Somewhere on the stick, there should be a label of some sort with the company name, model, and the size. Look online for another identical stick, preferrably from the same company, with the same timing, volatge, and amount of contacts. make sure they are both the same (you cannot mix DDR3 and DDR4 for example). it may cost you 40 dollars or so. When the new one (or two) comes, you should put the new one in the same color slot as the original. (Both chips are put into a black slot, for example.) If you had to get two 2GB sticks, it should not matter where you put them.
I currently have 12 gigs of ram, which there are 36 to 50% always free when playing Cities with few memory uses spikes on certain situations. These spikes seem to happen at random.
It is extremely frustrating that the game3 itself runs just fine withpout any problems but Windows being wet nosed brat with self centric issues makes it to close down :( Microsoft will not provide any help for this nor have i founbd any way to prevent Windows automatically closing programs when it thinks there is too litle memory in use.
But workshop is you issue. Workshop are user generated add-ons to the game that increase RAM usage and CPU usage for each item.
You can try to increase your virtual memory (pagefile) if you can't afford RAM right now.

Set your pagefile to three times your current installed RAM under Custom Size.
i.e. 3 times 8GB = 24GB. Set both minimum and maximum to 24GB.
It is important that the Initial size and Maximum size are the same or windows will try to resize your pagefile and it can take a while and may pause your system while it does it and may cause it to crash.

Try temporarily launching the game without any workshop at all with the --noWorkshop flag, then post your results.
