Emergency Bunkers run out of available food

Usually a traffic issue - Their supplies are stuck in gridlock.

Yeah, but where are the supplies coming from? It is only a food issue. I have freeways everywhere.

I had that problem, too, last night and came here to investigate if this is a known issue. All my shelters were fully stocked and ran out of food (but not water) after cims evacuated there for less than half a cim-day.
