How to use hydro power without flooding the city or dry up the river?

Most time when I try to use the hydro power plant, the water flow over the dam or around the dam and flood the city.
In some rare occasions, the water flow completely stop, and the river get cut off.
WTF?

Pick a spot where the dam won't be so high it'll cause flooding. Until the water behind the dam reaches the spillway there will be no flow downriver, you have to plan for this.
