Freeform parks? Any mods?

So I'm wondering if someone can help. Does anyone know of any mods, or any way in game, to make large free form parks and have them count toward land value and tourism? I like making large parks around natural landscapes or built in stuff, like my current town has a bunch of WWII naval fortifications on it, I want to make a national park kind of thing around it.

Anyone know something that could do that, even if its an option to add to the district tool?

I do too, but when I have natural things in my town I want to use, using an asset I make in the editor would require road access and would delete the natrual assets and such.
